Yes; that is true of all people who are not on your plane of advancement.

Are all the spirits with whom you are now associated to be reincarnated? 

They are not all to be reincarnated on your earth, from whence they have just come, but they will all, I think, but am not sure, put on a garment of matter. You must not overvalue your little earth, for though it is a most favoured one, it is only one of countless millions.

Why are some souls sent back to be incarnated and some seek it of their own accord? 

As with you we do not always put the proper value on our acquirements but law works in place of all such mistakes and nothing that comes to any soul could have been otherwise.
