What does a victim of circumstance mean?

We are not the victims of circumstances. 

We are placed in such surroundings as will aid us in our upward path. The true ego never sins and cannot—being born of God we are immaculate perfect—it is only in the physical and psychical that these dark shadows exist for a time to give shelter to the tender spirit. 

No one can say to his brother—I have no need of you—we are one and to destroy a part if that were possible would be to destroy the whole.
